European arts programme puts working conditions and cultural policy in focus

Artists and cultural professionals from across Europe spent a week in Malta and Gozo examining artistic freedom, sustainability and the conditions in which cultural workers operate.

Hosted by Arts Council Malta from 6–12 October, the programme combined workshops, meetings and visits to public institutions and independent cultural spaces. Participants explored alternative approaches to arts education and sustainability, alongside the role of heritage, archives and migration in cultural practice.

The exchange forms part of Re:Create Europe, a four-year Creative Europe project involving ten partner organisations. Its 2026 focus is how cultural policies respond to social, political and economic change.

Insights from the Malta programme will feed into the project’s wider European exchange on cultural policy, alongside residencies in Romania, Germany and Bulgaria.

Re:Create Europe is co-funded by the European Union.
